Taking the first step to keep a safe multimodal transportation system for Oahu

The Department of Transportation Services, Transportation Performance and Development Division, is seeking a strategic and detail-oriented leader to supervise the Transportation Planning efforts of the Programming and Support Branch. This branch is responsible for managing the City's federal transportation funding, programming, and compliance activities across multiple programs and agencies specific to multimodal transportation and traffic to improve safety, efficiency, and connectivity across walking, biking transit, and more. The position ensures the City remains eligible for federal transportation related funding while advancing transportation and transit related capital projects. As the Branch Supervisor, you will establish priorities, implement policies and procedures, and ensure quality control across all federal programming and reporting functions of the department in close coordination with central city departments. .

What You'll Do
  • Prepare, track and oversee federal grant applications, amendments, and financial reporting
  • Evaluate transportation and transit-related projects for potential federal funding eligibility
  • Develop and coordinate the City's input to the:
    • State Transportation Improvement Program (STIP)
    • Oahu Metropolitan Transportation Improvement Program (OMTIP)
  • Coordinate federal audits, oversight reviews, and reporting requirements
  • Oversee compliance with federal laws, regulations, and program requirements
  • Represent the City at meetings and conferences related to transportation planning and funding
Special Work Requirements
  • Ability to secure and maintain confidential information
  • Designated as a Disaster Support Worker during natural disasters and other emergencies
    • May require night and weekend work as a Disaster Support Worker

Minimum Qualification Requirements

At the time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four year college or university with specialization in City Planning, Architecture, Engineering, Economics, Sociology, Public Administration or a related field.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.


For example:

    1. Four years of professional work experience, in any occupation, may substitute for a general bachelor's degree.

    2. Four years of general work experience (does not need to be professional level experience) in transportation planning or engineering, or issuing transportation-related permits, may substitute for a general bachelor's degree.

The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. Desirable Transportation Planning Experience

  • Writing and administering federal transportation grants
  • Coordinating with federal and state transportation agencies
  • Familiarity with multimodal transportation planning principles and practices
Applicable Skills Needed
  • Knowledge of city planning principles, practices, purposes, and techniques
  • Awareness of trends in Federal, State, and local planning affecting City projects
  • Understanding of research methods, statistical procedures, and socio-economic data sources
  • Familiarity with State and local laws and ordinances related to City planning
  • Knowledge of principles and practices of supervision
  • Ability to prepare graphs, charts, and other visual representations of data
  • Strong report writing skills for clear and concise communication
LICENSE REQUIREMENT:
Valid Hawaii driver's license (Type 3/automobile), prior to appointment.
